The Federal Employees Health Benefits Program became effective 50 years ago today as a result of Congress enacting the FEHB Act of 1959.  About ten years ago, Abby Block, who was then OPM’s Assistant Director for Insurance Programs, prepared an excellent presentation called FEHB Past Present Future which looks back at the early years of the FEHB Program.
